The Target Capabilities List Implementation Project: Assessing Our Nation Preparedness
The EIIP is pleased to host a live chat presentation and interactive Q&A session July 23, 2008, beginning at 12:00 Noon Eastern time (please convert to your local time). Our topic will be the DHS/FEMA Target Capabilities List (TCL) Implementation Project, part of a national effort to implement the National Preparedness Guidelines to enhance the Nation's readiness for acts of terrorism and catastrophic disasters.
FEMA is working with stakeholders through Technical Working Groups to develop a series of Target Capability Frameworks, designed to enable States and local jurisdictions to assess capabilities against a national benchmark. The first set of Target Capability Frameworks will address: Animal Health, Multi-Agency Coordination (Emergency Operations Center Management), Intelligence, Mass Transit Protection, On-site Incident Management, and WMD/HazMat Rescue and Decontamination. Hear a brief interview with Dennis Schrader, Deputy Administrator, FEMA National Preparedness Directorate, on the Preview Podcast for background . Our guest speakers for the session will be Robert K. Sullivan and Edward M. Dolan.
Mr. Sullivan serves in FEMA Preparedness Policy, Planning, and Analysis Division of the National Preparedness Directorate, where he supports the development of preparedness policies and target capabilities. He joined FEMA Region 1 in 1997 as a Hazard Mitigation Specialist. He moved to FEMA HQ in 2000 and supported the Hazard Mitigation Grant Program (HMGP) and Office of National Security Coordination (ONSC). Previously, he worked as the Deputy Director of the Northeast States Emergency Consortium, a non-profit disaster education and mitigation organization.
Mr. Dolan is the Director for Emergency Preparedness and Response in the DHS Office of Policy Development. Previously, he served as a senior advisor for preparedness in the Policy Office and helped shape the Nation's homeland security policy in the Preparedness Directorate. Before joining DHS, Mr. Dolan worked in senior positions in both the public and private sectors. He is a New York State Emergency Medical Technician instructor and has more than 20 years of experience as a volunteer fire fighter.
